Asbestos coordination for Martin County demolition

Martin County has no local asbestos program. Demolition notices go directly to FDEP's Southeast District, at least 10 working days before the work, and a building permit is not that notice.

A heap of broken brick and concrete beside an apartment building that is partly demolished.

The notice is due even when the survey finds nothing. FDEP requires one for every demolition of a covered facility, and a thorough inspection by a state-licensed consultant comes first. We arrange that inspection with an independent licensed consultant.

Working days run Monday to Friday and include holidays that fall on them, and only emergency renovations escape the wait. Homes with no more than four units can fall outside the notice rule, though that relief disappears when the home is one of several residential buildings in a single project.

Under s. 469.003, abatement takes a state asbestos contractor license and surveys take an asbestos consultant license. Romco is not an abatement contractor and does not perform surveys; the licensed firms do that work, and we schedule the demolition around their clearance.

Indiantown's demolition form still names the Martin County Health Department for asbestos notice, while the state rule points to FDEP. Where the Village's form applies, we send both. Send any prior survey or reports, and we will build the sequence from there.

Work order

  1. Collect existing surveys, plans and the year the building went up.
  2. Arrange the survey by an independent licensed asbestos consultant.
  3. Bring in a licensed abatement firm where material is found.
  4. File the FDEP Southeast District notice at least 10 working days ahead.
  5. Schedule the demolition after the abatement firm's clearance.
  6. Keep the survey, notice and clearance records in the job file.

Where jobs slip

Common problems, and how each is controlled

Notice filed late

A missed 10-working-day window moves the start. We file once the survey and scope are fixed, and we do not mobilize before the date the notice allows.

No survey on a clean-looking building

The notice is still due. We arrange a licensed survey on every covered building, so the notice rests on findings rather than appearances.

The wrong owner signs

In a condominium, FDEP treats the board as the owner. We confirm who signs before anything is filed.

Work others are licensed for

Romco is not an asbestos abatement contractor and does not perform asbestos surveys. Surveys are done by an independent consultant licensed by the state, and removal by a licensed abatement firm. Any mold that turns up goes to a licensed mold remediator, under our coordination. We coordinate each and keep the demolition behind their work.

Questions

About asbestos coordination

Does a single-family teardown need an asbestos notice?

Often not, if the house has four or fewer dwelling units, is not part of a larger multi-building project, and is not one of several small residential buildings on one site under common control. A survey is still wise, and FDEP's Southeast District can confirm.

Does the demolition permit cover the asbestos notice?

No. According to FDEP, holding a local demolition permit never counts as filing the notice. Florida requires every demolition permit to carry an asbestos notification statement, but that statement is a separate acknowledgment, not the filing.

What drives the cost of a demolition?

Six things move the number most: the building's size and construction, what the asbestos survey finds, the utility and septic work to coordinate, site access, debris weight, and what the permit office requires. We do not publish prices, because a guess is worse than none. Send the property survey and photos, and we return a written number after we walk the site.

Is there a job size you will not take?

No. Every kind of demolition gets a price from us, whether it is a single shed or to a multi-story building. On larger and coastal sites we self-perform dewatering, Support of Excavation and deep foundations, including in tidal ground, so the work below grade stays in our sequence instead of passing to another firm.

Is Romco licensed for this work?

Romco Builders is a licensed Florida general contractor. That matters in Stuart, which since July 1, 2025 no longer accepts county Certificates of Competency and requires state registration or certification. Asbestos surveys, abatement, electrical, plumbing and tree work are licensed separately, and we coordinate the firms that hold those licenses.

The sequence

Six stages, start to closed permit

  1. Describe the job

Phone or use the form. Tell us the address, what comes down and what stays. Photos or a survey help.

  2. Site visit

We look at the structure, the live services, access for trucks, trees, the seawall or water's edge, and any association rules.

  3. Written scope with a price

Removal, protection, hauling and anything that hangs on the asbestos survey appear as separate lines.

  4. Notices, releases, permit

The licensed survey and FDEP notice where required, the utility releases, then the application to the correct office.

  5. Demolition and hauling

Work follows the agreed order, and debris goes to the county transfer facility in Palm City or another licensed site.

  6. Inspection and close

The final inspection passes and the permit closes, leaving a level lot or the shell you specified.
